What can I report?

Not every problem belongs on the Atlas.

Mosaic Atlas is built for community needs — problems that affect people, places or shared public life.

Personal

Something affecting mainly you.

vs

Community

Something affecting many people, a shared place, or a public service.

Before you report something, ask one question:

Does this affect more than just me?

Personal or community?

Here’s the difference.

Personal problems may be important, but Mosaic Atlas is designed primarily for problems affecting communities.

Outside the scope

Some things don't belong on the Atlas.

01

Personal disputes

Private disagreements, landlord disputes, neighbour disputes or individual complaints.

02

Personal service complaints

Individual bills, account problems or private service disputes.

03

Unverified accusations

Do not accuse people, businesses or organisations of crimes or corruption without reliable evidence.

04

Political campaigning

Mosaic Atlas is independent and is not a platform for political campaigning or partisan promotion.

05

Private property disputes

Disputes involving private ownership or private property.

06

Emergencies

Mosaic Atlas is not an emergency response service. For immediate danger, contact the appropriate emergency service.

07

Personal medical cases

Do not submit individual medical emergencies, diagnoses or personal medical disputes.

08

Advertising / self-promotion

Mosaic Atlas is not an advertising platform.

09

Duplicate reports

If the same need already exists, add useful evidence or updates instead of creating an unnecessary duplicate.

10

Dangerous DIY interventions

Do not physically repair dangerous electrical, structural, road or other hazardous infrastructure yourself.

How moderation works

Every report goes through a process.

A submission is a starting point, not an established fact or a guarantee of action.

1

Report

A citizen submits what they observed.

2

Understand

Kalam helps analyse and organise the submission.

3

Classify

The system identifies the likely domain and whether the issue appears personal, community-level, public responsibility or uncertain.

4

Verify

Evidence and relevant information are reviewed before a report becomes part of the public record.

5

Route

Where evidence supports it, Mosaic Atlas helps identify the likely responsibility or action pathway.

6

Publish

Eligible, verified community needs become visible on the Atlas.

7

Act

People, NGOs, colleges, businesses or responsible institutions may be able to contribute, depending on the need.

8

Verify outcome

Evidence is used to determine whether meaningful progress or resolution occurred.

Mosaic Atlas does not guarantee that a report will be published, resolved or acted on by government. Responsibility remains subject to evidence and verification.
Kalam

Kalam helps the Atlas understand what it sees.

Kalam is Mosaic Atlas's AI intelligence layer.

Kalam helps analyse reports, identify patterns, classify community needs, understand location and context, and help determine the appropriate pathway for each submission.

Action pathway

Kalam can be uncertain.

When the available information is not enough, Kalam should not pretend to know. Uncertain reports can be sent for review.

The golden rule

See something that affects your community?

Document it.

Locate it.

Put it on the Atlas.

Your report doesn't have to solve the problem. It has to help make the problem visible.

What happens next

From observation to public record.
